Master Trainers Training Programme Concludes
The Directorate of Civil Defence, Government of NCT of Delhi, successfully concluded the Training of Master Trainers of Civil Defence Corps on 24 February 2026 at 1500 hrs at MP Hall, Directorate General of Home Guards, Central Training Institute (CTI) Complex, Raja Garden, New Delhi–110027
The programme was conducted under the directions and sponsorship of the Directorate General of Fire Services, Civil Defence & Home Guards, Ministry of Home Affairs (MHA), Government of India under the Centrally Sponsored Scheme for Training & Capacity Building of Civil Defence Corps
The ceremony was graced by Shri Sandeep Krishnan-B, Assistant Director General (ADG), as the Chief Guest, in the presence of senior officers, faculty members, Civil Defence volunteers, and families.
Training Overview
The programme commenced on 27 January 2026 and concluded on 24 February 2026, covering 21 intensive training days. 20 Civil Defence Volunteers/ Wardens have been certified as Master Trainers on completion of this program.
The course was meticulously structured to enhance:
- Instructional competence
- Operational readiness
- Disaster response capabilities
- Leadership and team management
- Standardization of Civil Defence training practices
Advanced Curriculum and Practical Exposure
The curriculum integrated both theoretical foundations and field-oriented practical exercises including:
- Disaster Management Framework & National Guidelines
- Civil Defence Organizational Structure and Roles
- Incident Response System (IRS) & EOC Mechanism
- Fire Safety & Firefighting (Stirrup Pump & Extinguishers)
- Casualty Handling, First Aid & CPR
- CBRN Awareness
- IED Awareness and Safety Protocols
- Urban Search And Rescue (USAR) and Rescue Knots
- Emergency Communication & HAM Radio
- Drone Technology in Disaster Management
- Teaching Methodology, Micro-Teaching & Lesson Planning
- Leadership, Motivation & Team Coordination
Special emphasis was laid on simulation-based mock drills, including real-time decision-making exercises, tabletop disaster scenarios, and structured incident response simulations.
Recognition of recipients of DG Disc, MHA
The Civil Defence personnel (paid staff & volunteers) who were awarded DG Disc, MHA during previous years were conferred the award in the presence of hundreds of civil defence volunteers, their families and staff in recognition for exemplary dedication, service, and operational excellence.
Ms Divya Lahumi stood 1st among the master trainers and was adjudged the best Master Trainer and was awarded with the trophy.
The Directorate reaffirmed its commitment to recognizing merit, discipline, and exceptional service within the Civil Defence framework, thereby motivating volunteers and officers to maintain the highest standards of professionalism.
Highlights of the Closing Ceremony
On arrival, the Chief Guest was welcomed by Sh Rahul Sudan, Senior Staff Officer (Civil Defence) on behalf of the Directorate of Civil Defence, Govt of NCT of Delhi. The chief guest had a walk-through the exhibition of the training activities set up in various photo collages. A skit – Jeevan Rakshak Civil Defence – on necessity of civil defence training for all citizens – was presented by master trainers followed by the training report by Sh Rahul Sudan, Senior Staff Officer, Civil Defence. Sh Ravi Kumar and Ms Divya Lahumi presented the feedback from trainees. The chief guest then distributed the certificates to the Master Trainers. The Chief Guest also handed over the mementos to the civil defence training faculty followed by conferring of DG Disc to all awardees. A memento was presented to the chief guest on this occasion. In his address, the Chief Guest emphasized the evolving challenges in urban disaster management and underscored the importance of trained Master Trainers in strengthening preparedness at the grassroots level.
Impact and Way Forward
The successful completion of the Master Trainers Training Programme marks a significant step toward:
- Building a sustainable training ecosystem
- Enhancing community-level disaster preparedness
- Strengthening inter-agency coordination
- Creating a multiplier effect in training delivery
The newly certified Master Trainers will now conduct structured training programmes at district levels, ensuring consistent and high-quality training dissemination across the National Capital Territory of Delhi.
